So much so that the prevalence of unlicensed limo operators has forced the Washington state Department of Licensing to issue the following news release – warning the public that before hiring a limousine or town car to celebrate a wedding or a prom, to make sure it's licensed and legitimate.

Limousine operators in Washington are required to be licensed, carry sufficient liability insurance, and undergo annual safety inspections by the Washington State Patrol. Chauffeurs must be at least 21 years of age, hold a valid drivers license, have completed a certified chauffeur training course and passed the test, and passed a State Patrol background check.

Unfortunately laws that were introduced to regulate limo operators and thereby make the industry safer don’t always work as intended. For example, rumours are rife that in January 2008, there are less licensed limo companies in London, than there were last year. Now that may surprise industry pundits, given there was a change to the law which came into force on the 1st January 2008 which required all limo companies to register their business for hire or reward. In London these companies should have registered their businesses with the Public Carriage Office. Many operators have decided to re-package their limo business; therefore there is no need to licence with the PCO, and no need to employ drivers that have been CRB checked; no need to worry about those enhanced vehicle tests.
